ستون عاما من البناء الأوروبي اصطنعت نظاما سياسيا، نظاما أدرج بين استراتيجيتي التكامل والتعاون، وتميز، في آن معا، بالمنهج الجماعي وبتعاون الدول، ونجم عنه قانون أوروبي وسياسات مشتركة، وانبثق فضاء عام جديد من الجماعة الأوروبية للفحم والفولاذ إلى معاهدة لشبونة، مرورا بمعاهدات روما، القانون الموحد، ماستريخت، أمستردام، ونيس لم يؤد النظام النافذ حاليا إلى ولادة \"الولايات المتحدة الأوروبية\" التي توقعها \"الآباء المؤسسون\" بقي الإتحاد الأوروبي، لمدة طويلة، \"موضوعا سياسيا غير معرف الهوية\"، كما قال جاك ديلور. ونظرا لعدم وجود دستور للإتحاد الأوروبي، زودته معاهدة لشبونة، التي دخلت حيز التنفيذ في الأول من كانون الأول 2009، بنظام أساسي مولد لإتحاد دول-أمم.
