يتناول الكتاب الجماعات الإثنية والدينية في الفلبين، وعلاقتها بالدولة وتشكلها ومؤسساتها، في الحقب التاريخية المتتابعة، وانعكاساتها السياسية، كما يدرس الحركات الإسلاموية الفلبينية وخصائصها المحلية، وارتباطها بالإسلامويين في الشرق الأوسط، مسلط الضوء على قصور الاستراتيجيات المعتمدة من الحكومات الفلبينية في مكافحة الإرهاب، إن الإسلام التقليدي في الفلبين، يهدده «الإسلام الحركي»، الذي غذته أموال الزعيم الليبي معمر القذافي منذ ثمانينيات القرن المنصرم، وأفكار الإخوان المسلمين، إلى أن تلقفه «الإرهاب المعولم» قدمت داعش ودولتها المزعومة قوة دفع كبيرة للتنظيمات الإرهابية الفلبينية، حتى توحدت في حصار مراوي عام 2017، متجاوزة تبايناتها العقدية والعرقية في مشهد مخيف.
