تلعب المياه دورا كبيرا في حياة الإنسان أفرادا وجماعات، حيث إن المجتمعات البشرية الأولى قد أقيمت على ضفاف الأنهار، بل إن جميع الحضارات العظيمة التي قامت في العصور القديمة كانت على المياه، ووجود الأنهار سبب رئيس في قيامها كحضارة وادي الرافدين وادي النيل فالماء العذب هو مصدر حياة للكائنات الحية وإن لكميته ونوعيته أهمية جوهرية بالنسبة لمعظم البلدان لا سيما النامية، فتزايد الطلب على موارد المياه العذبة أدى إلى نتائج خطيرة، أبرزها الانخفاض المستمر في كمية مياه الشرب وإزياد النمو السكاني ومتطلبات التنمية، الأمر الذي دفع الدول إلى تأمين احتياجاتها من مياه الأنهار، وهي مسألة يمكن أن تؤدي إلى تضارب المصالح وإثارة الحروب والنزاعات بين الدول وتهديد السلم والأمن.
