إن هذه الدراسة تسلط الضوء على مرحلة تاريخية حيث كانت تبعية الحجاز السياسية موزعة بين دولتين هما الدولة العثمانية صاحبة السلطة العليا ومصر صاحبة السلطة العليا في العصر المملوكي والتي بقي بها دور وتأثير في أحوال الحجاز لالرغم من انتقال السلطة العلية إلى الدولة العثمانية في اسطنبول. لقد كانت مصر تتولى تعيين حكم مكة الأشراف خلال العهد المملوكي وبعد سقوط حكم المماليك في مصر وخضوع الدولة المصرية للدولة العثمانية وقد بقي والي مصر المعين من الدولة العثمانية مسؤولا عن ولاية الحجاز حيث أغلب المشاكل والصراعات التي كانت تحدث في الحجاز تحال إلى حاكم مصر لغرض الحل.
