تناول الكتاب حيث أصبح تأثير الرأي العام قوة لا يمكن تجاهلها في أي مجتمع أو دولة من دول العالم في الوقت الحاضر ؛ وتكمن أسباب هذا الإهتمام المتزايد بالرأي العام، ليس في إرتباط هذه الظاهرة بالواقع السياسي للمجتمعات والدول على مختلف نظمها، بل في إرتباط الظاهرة بمجمل مناحي حياة الإنسان والمجتمع، ولأن التدفق الإعلامي الضخم، نتيجة التقدم العلمي والتكنولوجي وتزايد الفجوة بين دول الشمال والجنوب، أدى إلى إحتكار سوق المعلوماتية في الجزء الشمالي من العالم وإحتقانه في دول الجنوب ودول العالم الثالث، مما أضعف قدرة الرأي العام على التعبير عن أولوياته الوطنية، وكان له الأثر في إختلال النظام الكوني، الأمر الذي أضعف هذه الدول ولم تستطيع أن تدافع عن كيانها وأمنها الوطني.
