يتعلق الكتاب بحقوق المتضررين العراقيين الذين تعرضوا للتعذيب من القوات البريطانية حيث طلبت احدى شركات المحاماة البريطانية عام 2008 بيان رؤية الدكتور الفضل من موضوع قانون الطوارئ في العراق ومدى تأثيره على حقوق المتضررين الذين تعرضوا للتعذيب والاذى من القوات البريطانية التي كانت منتشرة في جنوب العراق وقد جاء حكم القضاء البريطاني بناء على هذه المشورة القانونية بالزام وزارة الدفاع البريطانية بدفع التعويضات للعراقيين المتضررين.
