يستعرض المحامي الفلسطيني ظافر بن خضراء المستشار القانوني لمنظمة التحرير الفلسطينية في كتابه هذا كافة المشاريع والدراسات المائية منذ عام 1897 م وحتى الآن، معتمدا في دراسته المستفيضة حول هذا الموضوع الحساس والخطير على العديد من الوثائق والمستندات، فجاءت دراسته مدعمة بالأرقام والوقائع ومنذ عام 1948 وحتى الآن تشكل المياه وقضم الأرض، أحد أهم هواجس العدو الصهيوني، تلك الهواجس التي دفعته لا فتعال العديد من الحروب، وخاصة حرب عام 1967، بهدف الاستيلاء على منابع المياه في سورية ولبنان والأراضي الفلسطينية وليس الجدار العنصري العازل الذي تقيمه إسرائيل إلا تجسيدا جليا لتلك المطامع الأمر الذي يحيل لحتمية واستمرار المواجهة.
