جاءت فصول الكتاب لتتناول بالعرض والتحليل والمناقشة أول مشروع للنهوض القومي عن طريق التعليم في عهد محمد علي، ثم محاولتي الطهطاوي وعلي مبارك، فمشروع عام 1880، ولجنة التعليم الأولى 1917 فمشروع جاويش 1925، وتقريري (مان) و(كلاباريد) 1929، ثم تقريري الهلالي35، 1943، وتقرير علي ماهر 1953 لتطوير التعليم الجامعي، وتقرير اللجنة الوزارية للقوى العاملة 1966، وقانون 1968، ثم مشروعات مصطفى حلمي وعبد السلام عبد الغفار وفتحي سرور، مستخلصا أهم الدروس المستفادة، منتهيا بالمقومات التي يجب أن يقوم عليها تطوير التعليم مستقبلا وحاضر.
