يشرح الكتاب منذ أن وطئت قدما أول جندي أميركي أرض العراق عام 2003، أصبحت الحياة في العراق تدار كلها بالسياسة، فكل إشكالية تحلها السياسة، نعم هناك قانون ودستور يمثل المرجع في كل شيء، لكن السياسة تفوقت عليه فالحكومة لا تتشكل إلا بعد تدخل السياسة، والقانون لا يطبق خوفا من خرق العرف الذي جاء مع السياسة ويخبرنا الماضي القريب جدا أن الحكومات الدائمة التي تشكلت عقب أول انتخابات برلمانية يقال إنها جرت بحرية، أوجبت على الفائزين بها تشكيل الوزارة خلال مدة أقصاها ثلاثون يوما من تاريخ التكليف (المادة 76 من الدستور) لكننا نجد أن الوقت الذي تستغرقه الكتل في تشكيل الحكومة يتجاوز الشهر بكثير ضاربة الدستور عرض الحائط.
