نظرا لتطور التقنيات الخاصة بالكشف المبكر عن الإعاقة السمعية منذ الأيام الأولى للولادة فقد تحتم على المختصين في رعاية الأطفال ذوي الإعاقة السمعية استغلال الفترة الأولى من حياة هؤلاء الأطفال بتدخل مبكر \"رعاية وتربية مبكرة\" وتتمثل هذه الرعاية بتطوير البرامج التربوية، والخدمات التأهيلية الفعالة التي من شأنها مساعدة هذه الفئة من الأطفال في الإنتقال من دور الإعتماد على الآخرين إلى الإعتماد على الذات إلى أقصى درجة ممكنة. وبناء عليه حاول هذا الكتاب استعراض بعض الموضوعات في مجال التدخل المبكر وتنمية مهارات الإتصال الفعال لدى الأطفال ضعاف السمع، حيث يأتي الكتاب في ثلاثة فصول أساسية تناول فيها الفصل الأول \"ذوو الإحتياجات الخاصة (ضعاف السمع)\"، بينما يأتي الفصل الثاني ليعرض \"الإتصال الفعال\"، وينتهي الكتاب بالفصل الثالث والذي يتناول \"التدخل المبكر\".
