إن الهدف الرئيس من هذا العمل هو جمع كل الشرائع السومرية والبابلية في كتاب جامع لتبرز من خلاله المراحل التطورية التي مر بها التشريع في بلاد وادي الرافدين. كما إن هذا الكتاب قد حاول الإستفادة من جميع ما كتب حديثا عن الشرائع المذكورة، وبلا شك سوف تظهر من خلال صفحاته المرحلة الراقية التي وصل إليها العراقيون القدماء في مجال التشريع ومدى أهمية القوانين في حياتهم ومن أقدم هذه الشرائع شريعة أورنمو، قانون لبت عشتار، قانون ايشونا، شريعة حمورابي وغيرها من القوانين الأخرى.
