هي مشروع شعبي بحت عبر فيه عدد من رجال الفكر والمال عن حاجة البلد إلى تطوير التعليم بما يتفق مع حاجاتهم العلمية ومع التطور التعليمي في البلاد المجاورة التي يعرفونها بعد أن أحسوا أن الكتاتيب بدأت تفقد دورها في مسيرة التعليم، وأن الضرورات تقتضي الانتقال إلى مستوى آخر بعد أن توافر في أيدي الناس المال، وازدادت في الوقت نفسه الحاجات وتعددت، ودخل عدد من المتغيرات على المجتمع الكويتي، فكان لابد من إضافة علوم أخرى إلى مناهج الكتاتيب، ولابد من خبرات أخرى في التعليم لها مستواها، وتتفق مهاراتها مع حاجات النمو الاقتصادي في التجارة والغوص والسفر وفي الحسابات، وصرف النقد وفي اللغة الأجنبية، ولابد أخيرا من تكوين جيل وطني يلم بكل ذلك.
