إن تخصيص الموارد المالية للتعليم هو من الأولويات التي يجب أن تكون ضمن خطة التنمية في الدولة، وتقاس هذه الأولوية بنسبة مخصصات التعليم إلى الإنفاق العام في الدولة، ودولة الكويت لم تبخل في اعتماد الميزانيات المخصصة للصرف على العمل التربوي، بل أن المتتبع لتطور الإنفاق التعليمي يلاحظ التصاعد في حجم الإنفاق على التعليم. ومن هنا يأتي هذا التقرير كأداة دعم لمتخذي القرار، بما يقدمه من مؤشرات وبيانات في مجال اقتصاديات التعليم وترشيد الإنفاق، ولعل المؤشرات الخاصة بالإنفاق على التعليم وما تحمله من دالات تمثل عاملا رئيسيا في ترشيد الإنفاق.
