بروتوكول بشأن التحكم في النقل البحري للنفايات الخطرة والنفايات الأخرى عبر الحدود والتخلص منها، يطبق هذا البروتوكول على النفايات التالية والتي تخضع للنقل عبر الحدود من وإلي وعبر منطقة البروتوكول والتخلص منها، النفايات الخطرة هي التي تنتمي لأي فئة منصوص عليها في الملحق الأول إلا إذا لم تتصف بأي من الخصائص المنصوص عليها، النفايات تعني أي مواد أو أشياء يجري التخلص منها أو هناك نية للتخلص منها أو مطلوب التخلص منها بناء على أحكام القانون الوطني، الإدارة \"تعني جمع النفايات الخطرة أو النفايات الأخرى ونقلها والتخلص منها، بما في ذلك العناية اللاحقة على مواقع التخلص، النقل عبر الحدود\" يعني نقل النفايات الخطرة أو النفايات الأخرى من منطقة خاضعة لسيادة دولة من الدول إلى أو عبر منطقة خاضعة لسيادة دولة أخرى، أو إلى أو عبر منطقة لا تخضع لسيادة أي دولة، شريطة أن تشمل عملية النقل دولتين على الأقل.
