عقد المؤتمر الثقافي العربي الأول ومن حسن حظ المؤتمر إن القائمين على أمره ضيقوا حدوده، ولم يسايروا مفهوم كلمة \"الثقافة\" إلى الحد العلمي أو الاصطلاحي. إذ لو فعلوا ذلك لكانت البداية شاقة عسيرة ؛ ولذا فقد حصر المؤتمر أبحاثه في موضوعين رئيسيين هما موضوع اللغة، والعلوم الاجتماعية بمفهومها الضيق أيضا ؛ وشطر الموضوع الأول إلى قواعد اللغة وآدابها ؛ وشطر الموضوع الثاني إلى التاريخ والجغرافية والتربية والوطنية ؛ وكان القصد من ذلك أن يكون المؤتمر درجة أولى في سلم الثقافة الطويل، وأن يبدأ بالموضوعات التي تؤثر في إنشاء روح الجماعة وتوجيهها.
