يتحدث هذا الكتاب عن العلمانية فأن العلمانية المناسبة لهذا التطور ترتكز على مبدأين كبيرين هما معاملة المواطنين بالقدر نفسه من الأحترام ومنحهم الحق في حرية الضمير وعلى طريقتين إجرائيتين الفصل بين الدين والدولة من ناحية وحياد الدولة تجاه الأديان وتجاه الحركات الفكرية العلمانية من ناحية ثانية وقد استوجب هذا التعريف الجديد للعلمانية إعادة النظر في مفهوم الفضاء العمومي فلم يعد المقصود خلو هذا الفضاء من مظاهر التدين بل المقصود عدم تماهي الدولة مع الدين عموما بل إن الدولة مطالبة بأحترام كل المعتقدات والإلتزامات المنسجمة مع الحياة الجماعية وإن إظهار المواطنين لرموزهم الدينية في الفضاءات العامة هو فعل يندرج ضمن إطار الحرية الدينية.
