يهدف هذا الكتاب إلى دراسة العلاقة بين الحركات الاجتماعية بالتطبيق على أحزاب الحرية والعدالة المصري والنهضة التونسي على نمط خاص من الأحزاب التي نشأت بمبادرة من حركات اجتماعية، والبحث في أسباب تباين مآلاتها رغم تشابهها أيديولوجيا، ومن حيث طريقة نشأتها، واشتراكها في علاقة صراعية مع النظم السياسية. يساهم هذا الكتاب في التأصيل لمفهوم حزب الحركة الاجتماعية، ويحلل أسباب تباين أحزاب الحركة فكريا رغم أنها تنتمي إلى الإطار الفكري لجماعة الإخوان المسلمين. كما يكشف عن اختلاف النماذج التنظيمية تبعا لمدى تقبلها فكرة الفصل الوظيفي. يكتسب هذا الكتاب أهميته من محاولته بيان العوامل التي تدفع الحركات الاجتماعية إلى إنشاء أحزاب سياسية، ودراسة نمط مختلف من الأحزاب، وتعريفه، وتحديد خصائصه، وهو ما يفيد في التنبؤ المستقبلي بسلوك الأحزاب المشابهة. إلى جانب بيان الأنماط التنظيمية المختلفة لعلاقة الحركات الاجتماعية بالأحزاب التي نشأت من داخلها.
