في ظل البيئة التكنولوجية المتطورة والنمو المتسارع في نشر مصادر المعلومات الإلكترونية ولدت المكتبات الرقمية على اعتبارها مكتبات تمثل واجهات تخاطب متعددة الأشكال للوصول إلى المعلومات عبر أجهزة الحواسيب للقيام بعمليات وإجراءات البحث والاستعراض لانتقاء المعلومات المطلوبة. كما مهد ظهور التكنولوجيا الطريق لظهور المكتبات الرقمية والتي جاءت مع تطوير برمجيات مثل (جوفر ووايز) التي مكنت المستفيد من استرجاع المعلومات من عدة خوادم باستخدام واجهة تعامل واحدة ويرجح أن أول من قام بإنشاء أول مكتبة رقمية هو مايكل هارت في عام 1971 من خلال ما أطلق عليه اسم مشروع (غوتنبرج) الذي يسعى من خلاله إتاحة بواكير المعرفة الإنسانية التي سقطت منها قوانين حماية الملكية الفكرية إلى العامة دون مقابل.
