يأتي هذا العمل ليسد فراغا في تاريخ البدايات الأولية للتنظيم والعمران الحديث في دولة الكويت، إذا يوثق مسيرة أعمال مجلس الإنشاء بفترتيه الأولى (1952-1959) والثانية (1960-1963) ويقدم محاضر اجتماعاته بالتحليل والفهرسة التفصيلية، فقد كان مجلس الإنشاء حجر الزاوية في انطلاق النهضة العمرانية في البلاد، حيث أمضى نحو عقد من الزمان يخطط لأعمال البنية التحيتة الكويتية ويتابع تنفيذها كما كان يعمل على التنسيق بين أعمال جميع دوائر الحكومة الإنشائية وأقسامها ومشاريعها التنموية وخاصة للدوائر الدائمة التمثيل في المجلس ولجانه.
