هذا الكتاب يتناول رسالتان في أهل الذمة، إحداهما للمغيلي والثانية لابن عظوم وقد اتحدت مواضيعهما في ما يلزم أهل الذمة من الجزية والصغار. وانفردت الأولى فيما يجب على المسلمين من اجتناب الكفار وما عليه اليهود من التمرد على الأحكام وحظر توليتهم شيئا من خدمة السلطان. وتوسعت الرسالة الثانية في بيان ما يمنع منه أهل الذمة وما يعزرون عليه من مخالفات عقد الذمة. فالرسالتان فيهما مسائل فقهية وبعض مسائل السياسة الشرعية، كما فيهما من العقيدة الولاء والبراء الواجب.
