Overview
ينبغي أن نرجع إلى الظروف التاريخية التي أحاطت بمدينة أثينا بالذات ذلك لأنها المدينة التي أثمرت أصول الفلسفة السياسية الكلاسيكية والتي تمثل فيها بوضوح مراحل التطور الاجتماعي والسياسي المختلفة فانتقلت من المجتمع البدائي الشيوعي إلى المجتمع القبلي الذي تحولت فيه الملكية الجماعية للأرض إلى ملكية خاصة تركزت في أيدي رؤساء الأسر الأرستقراطية الكبيرة وتحول عدد كبير من السكان إلى رقيق ومعدومين مكبلين بالديون وقد عرف هذا النظام لحكم الأرستقراطية في اليونان بإسم حكم النبلاء Eupatrides وهم الذين كانوا يركزون في أيديهم كل أنواع السلطة فمنهم يعين الحكام التسعة أو الأراكنة Archontes ومنهم الكهنة والقضاة وقادة الجيش Polymarchoi وهذا الحكم هو الذي ظل سائدا إلى عصر صولون المصلح والمشرع السياسي الشهير في القرن السادس ق.م.
