يمثل الصف الثاني من القيادات أهمية خاصة في المؤسسات على وجه العموم، وفي جهاز الشرطة بصفة خاصة ؛ نظرا لما يتسم به العمل الأمني من حساسية تلقي بظلالها على المؤسسات الشرطية، حيث تتحمل إدارة المؤسسات الأمنية ممثلة في القائد ونائبه الصف الثاني عبء ممارسة المهام الرئاسية، من تخطيط وتنسيق وتنظيم وإشراف ورقابة ؛ وهو ما يعكس تأثير وأهمية دور الصف الثاني من القيادات بالمؤسسات الشرطية في تحقيق الأهداف الإستراتيجية الأمنية، فتقلد الصف الثاني للمناصب القيادية من الناحية الإدارية يعد بمثابة ترقية ؛ أي اختيار أكفأ الموظفين وأصلحهم لتولي وظائف ذات مستوى أعلى من حيث المسئولية والسلطة في التنظيم، على أن يتمتع الشخص في هذه الحالة بمزايا أفضل مما كان يتمتع به في وظيفته السابقة ؛ لأنها تفسح المجال أمام الموظف للوصول إلى المناصب العليا، فتغرس فيه الحافز لبذل أقصى قدر من الجهد ليظفر بالترقية.
