تتناول هذه الدراسة الحالية ظاهرة الإرهاب وأهم أسبابها وصورها والعوامل المؤدية ودور المشرع الاتحادي في مواجهتها. ولا بد من أن نتطرق إلى أساس هذا الإرهاب والذي يعد العامل الأهم وهو الفكر المتطرف ومن يروج لهذا الفكر ويدعو له وهنا لا بد أن تتجه البوصله إلى ما يعرف بجماعة الإخوان المسلمين والتي أسسها حسن البنا، والتي كانت حاضنة لفكر الكثير من الجماعات الإرهابية الدولية، مثل طالبان، تنظيم القاعدة، وأخيرا تنظيم الدولة الإسلامية في بلاد الشام والعراق، المعروف إعلاميا بـ (داعش)، وغيرها الكثير، حيث من الملاحظ تنصل هذه الجماعات الإرهابية من أسمائها نتيجة تجريم الأمم المتحدة لها والظهور بمسمى جديد وبأهداف جديدة وبواقع مبطن لضمان استمرارية نشاطاتهم الإرهابية.
