التحرش الجنسي بصفة عامة هو سلوك مفروض من قبل شخص على شخص آخر، يتضمن طابعا أو رموزا جنسية من قبل المتحرش، من خلال استغلال السلطة أو القوة دون موافقة الطرف الآخر، ويعد التحرش الجنسي آفة خطيرة ومدمرة، وداء عضال يعصف بكيان كافة المجتمعات ؛ فهو يمثل ظاهرة عالمية لا تقتصر على مجتمع بعينه، وهو من أخطر الظواهر المسكوت عنها خاصة في المجتمعات العربية، فقد تزايدت وتيرة ظاهرة التحرش الجنسي في مجتمعاتنا العربية بشكل واضح وملفت، فلم يعد يمر يوم إلا وتحدث حادثة أو أكثر من حوادث التحرش الجنسي، في أماكن كثيرة ومتنوعة في البيوت أو في الشوارع أو وسائل المواصلات، أو أماكن العمل، كما أصبح التحرش الجنسي خطرا داهما يهدد أمن وسلامة ضحاياه من النساء والأطفال ؛ وذلك لأن النساء والأطفال هم أكثر الفئات المستهدفة في التحرش الجنسي.
