أدى النمو المتسارع والتنافسية لتحقيق الريادة المؤسسية على المستوى العالمي (في القطاع الحكومي) إلى تصاعد الضغوط علي الهيئات الحكومية ومؤسسات القطاع الخاص لتحقيق أهدافها الاستراتيجية وأجندتها الوطنية والبحث عن أفضل السبل والمنهجيات لتحقيق الكفاءة والفعالية المؤسسية، ولعل أهم هذه المنهجيات هي منهجية إدارة المشاريع الاحترافية. وبعد رفع كفاءة الأداء من الأهداف الرئيسة لكافة المنظمات في عصر التنافسية الحالي، وما يمتلئ به من أشكال متعددة من التقنيات وبرامجها والمعارف الفنية الحديثة، وتنامي عدد وحجم المنظمات وأشكالها ووجود أعداد متزايدة من المتعاملين. ولكي تتمكن الجهات من تحقيق خططها وأهدافها الاستراتيجية ينبغي تحديد الوسائل الواجب توافرها وتحليل كافة أهدافها مع وضع مؤشرات أداء ملائمة تقيس هذه الأهداف. ولتحقيق هذه المؤشرات لا بد من وجود مشاريع محددة تكفل تحقيق الأهداف المنشودة.
