الكتاب يحدثنا عن القانون الدستوري قي دولة قطر، وقد اجتهد مؤلفه أن يكون قريبا من القارئ العادي، حيث تناول في بابه الأول المبادئ الدستورية العامة فعرف الدستور ومحتواه وتفسيره، وطرق إقامة الدساتير وأنواعها، ومبدأ سمو الدستور والرقابة على دستورية القوانين، وتعديل الدستور، وفي الباب الثاني تناول تطورات النظام الدستوري في دولة قطر منذ عام 1970 إلى عام 2004 الذي صدر فيه الدستور الدائم للدولة، وفي الباب الثالث تحدث عن التنظيم الدستوري في ظل الدستور الدائم، بالإضافة إلى ملحق بالتشريعات الدستورية والقانونية في دولة قطر.
