يعود هذا الكتاب الأبيض إلى أصول هذا النزاع المفتعل بشأن الصحراء المغربية، ويذكر بأسس سيادة المغرب على هذا الإقليم، كما يقدم الوضعية الحالية للساكنة التي تعيش فيه، ويسلط الضوء على التقدم المحرز في مجال التنمية بفضل الجهود التي يبذلها المغرب تحت القيادة الرشيدة لصاحب الجلالة الملك محمد السادس نصره الله. حيث تتناقض الظروف المعيشية في الصحراء المغربية بشكل خاص مع وضعية الهشاشة والضعف في مخيمات تندوف. ويضم هذا المؤلف أربعة فصول، أولها بعنوان \"التفكيك الاستعماري للإمبراطورية المغربية الشريفة في القرنين التاسع عشر والعشرين\"، ويوضح أن هذه الإمبراطورية كانت ذات حدود معترف بها على الصعيد الدولي إبان احتلالها، وأن قبائل الصحراء لطالما كانت مغربية وأن المغرب يحترم دائما الشرعية الدولية بخصوص قضية الصحراء.
