تعتبر وظيفة التخطيط هي الحلقة الأولى في السلسلة العملية الإدارية في المؤسسات الأمنية في دولة الإمارات العربية المتحدة، ويتناول التخطيط عملية تحديد الأهداف المستقبلية التي تسعى المؤسسات الأمنية إلى تحقيقها، ومن ثم تحديد الطرق الواجب اتباعها لتحقيق تلك الأهداف، ويشمل ذلك وضع خطط على عدة مستويات تنفيذية تنسجم مع الأهداف العليا. وترتكز الفلسفة الإدارية لنظام التخطيط الإستراتيجي على أنه عملية مستمرة، تبدأ بتحديد الأهداف التنظيمية، وتحديد الاستراتيجيات والسياسات اللازمة لتحقيق هذه الأهداف ووضع الخطط التفصيلية للتأكد من تنفيذ الاستراتيجيات لتحقيق النتائج النهائية. كما أنها عملية يتحدد بمقتضاها مقدما نوع المجهودات التخطيطية التي يجب القيام بها، وما هي النتائج المترتبة على ذلك، من خلال أربعة مراحل ؛ تبدأ بالتحليل البيئي الإستراتيجي، ثم صياغة الإستراتيجية، ثم تنفيذ الإستراتيجية، وأخيرا مرحلة الرقابة والتقويم.
