لقد شهد المجتمع الدولي في الآونة الأخيرة تصاعد ظاهرة الإتجار بالبشر وخاصة النساء والأطفال، فمع تنامي بؤر الصراعات المسلحة سواء الداخلية أو الدولية، ووجود العديد من مناطق العالم التي تعاني من الاضطرابات الداخلية، وعدم الاستقرار، مما شكل معينا سهلا وموردا متجددا من ضحايا اللاجئين تنهل منه عصابات الجريمة المنظمة عبر الوطنية من أجل تحقيق مبالغ طائلة من وراء استغلال هؤلاء الضحايا، سواء عن طريق تجنيدهم أو نقلهم قسرا أو اختطافهم أو الاحتيال عليهم بغرض استغلالهم في نشاطات غير مشروعة، مثل سائر أشكال الاستغلال الجنسي أو الرق أو السخرة أو الخدمة قسرا أو نزع الأعضاء.
