يتناول كتاب (الضوابط القضائية لواجب الطاعة في مجال الوظيفة العامة) والذي قام بتأليفه د. رفعت عيد سيد، موضوع (واجب الطاعة) الكتاب يقدم دراسة هامة حول واجب الطاعة في الرابطة التي تربط الرئيس بالسلطة الرئاسية. \"إذ لا فائدة من تمتع الرئيس ببعض السلطات نحو مرؤوسيه، إذ لم يكن واجبهم طاعته، أي أن تكون هناك علاقة تبعية من المرؤوس لرئيسه\"، فالمرؤوس بجانب إلتزامه باحترام القانون، فإنه ملتزم بطاعة رئيسه الأعلى. وقد أثار واجب الطاعة العديد من الإشكالات المتصلة بمداه. وقد رأى الباحث أن دراسة هذه الإشكالات تقتضي تمهيد السبيل لها بإلقاء نظرة موجزة على مفهوم واجب الطاعة ومبرراته وأساسه القانوني، ثم بعدها يتطرق إلى حدود هذا الواجب ومداه.
