يعالج هذا الكتاب أوضاع تونس وتطورات الحركة الوطنية فيها منذ بداية الاحتلال الفرنسي لتونس عام 1881 والحقبة اللاحقة حتى عام1920 وكانت أوضاع تونس العامة والاقتصادية خاصة وهي التي مهدت لتغلغل رأس المال الأجنبي والشركات والأفراد الأجانب من فرنسيين وإيطاليين وغيرهم قد استطاعوا ان يضعفوا أحوال البلاد الاقتصادية والعمل وفق مصالحهم ومصالح دولهم كما أسهموا بإضعاف سيطرة الحكومة التونسية من خلال الفساد الإداري الذي انعكس على بنيتها السياسية والعسكرية والاقتصادية والاجتماعية ومهد الطريق لتخاذل الحكومة التونسية أمام التهديدات والغزو الفرنسي حتى إعلان الحماية بموجب معاهدة باردو عام 1881 وما تبعها من معاهدة المرسى الكبير عام 1883 التي أكدت الاحتلال الفرنسي.
