إن دمج الأطفال ذوي الاحتياجات الخاصة في المدرسة العادية يمثل أحد المفاهيم التربوية الحديثة التي أصبحت جزءا من السياسات التعليمية في كثير من الدول المتقدمة في مجال تعليم ذوي الاحتياجات الخاصة فقد أكدت المواثيق الخاصة بالمنظمات الحكومية وغير الحكومية والإقليمية والدولية في إعلان الأمم المتحدة لحقوق الأشخاص ذوي الإعاقات عام 1975 على أن الفئات الخاصة مهما تعددت وتنوعت إعاقتها لديها قابلية ومقدرة للتعلم والنمو والأندماج في الحياة العادية للمجتمع وأكدت على مبدأ العدالة الاجتماعية وتكافؤ الفرص بين جميع أفراد المجتمع.
