لقد أصبحت عبارة الجماعات الضاغطة في السنوات الأخيرة رغم خطأها اللغوي ذات استعمال مالوف وهي في مفهومها العام تعيد إلى الأذهان الصراعات الناشبة لجعل قرارات السلطات العامة مطابقة لمصالح أو لأفكار فئة اجتماعية معينة إن هذه الدراسة تشكل قطاعا من القطاعات المفضلة في علم السياسة المعاصرة وهي تدخل في أبحاث هذا العلم لتحدد هوية القوى التى توجه الجهاز الحكومي وتديره إنها محاولة عقل إيجابي فليس المقصود تحديد القواعد المثالية للعبة المؤسسات بل توضيح طرق عملها فهذا البحث يستوحى طريقة تحليل الوقائع الاجتماعية التي ساهم في إقرارها كثير من الفرنسيين.
