يتحدث الكتاب عن \" الحصار الاقتصادي\" قبل إستعراض مراحل تطور الحصار الإقتصادي وتاريخه إن نتعرف على الحصار ومفهومه ثم نستعرض أنواعه وتطبيقه، حيث عرفه العقيد \"وليام دفلاك الحصار بأنه عملية حربية تمارسها قوة ضد منطقة محصنة أو مدينة بقصد إحتلالها وتذهب دائرة المعارف \"كستون\" الجديدة إلى التوسع في تعريف الحصار فتقول (إنه العمل الذي يقوم به جيش ما بالمرابطة أو بالبقاء في مواجهة قلعة أو موقع محصن أو مدينة يدافع عنها العدو فإذا أمكن الإحاطة بالمدافعين تماماً فإن القوة المتفوقة يمكنها أن تمتع وصول الإمدادات إليهم، ومن ثم يسهل قذفهم بالقنابل حتى يستسلموا وقد تقوم القوات المهاجمة بفتح ثغرات في النطاقات الدفاعية للنفوذ إلى عمقها والإستيلاء على المنطقة المحاصرة وأسر المدافعين فيها أو الإنتظار حتى يتضوروا جوعا.
