يتحدث الكتاب عن المسئولية التقصيرية الإلكترونية حيث تعرف المسؤولية بشكل عام بأنها محاسبة الشخص على فعل أو إمتناع غير جائز بمعنى أنها جزاء على مخالفة الشخص أحد الواجبات الملقاة على عاتقه والتي تكون بدورها إما واجبات مصدرها القانون أو واجبات فرضها المجتمع على الإنسان لكونه كائنا يعيش بداخله فإذا أخل شخص بواجبه الاجتماعي فإنها المسؤولية التي تنشأ هي مسؤولية أخلاقية ولا يتعدى الجزاء على هذا النوع من المسؤولية سوى الاستهجاب من جانب المجتمع فإذا ارتقى الإخلال إلى إعتداء أصاب المجتمع فإن المسؤولية التي تنشأ هي المسؤولية الجزائية ويكون الجزاء عليها هو الردع عن طريق توقيع العقوبة.
