يعد الأمر الجزائي من الأنظمة الإجرائية التي تعتمد فكرة تبسيط وإختصار الإجراءات في حسم القضايا البسيطة كالمخالفات والجنح غير المهمة التي لا تنطوي على خطورة إجتماعية جسيمة ولا تمثل أهمية كبيرة تستدعي إطالة الإجراءات لأجل حسمها. لهذا جاء هذا البحث عن النظام الأمر الجزائي الذي وزع على ستة فصول، ابتدأ الكاتب بفصل تمهيدي لبيان الأحكام العامة للأمر الجزائي ومن ثم بحث في شروط إصداره في الفصل الأول، وبعد ذلك عرج على بيان الإجراءات المتبعة في إصداره وذلك في الفصل الثاني، أما الفصل الثالث فتطرق إلى بيان حجية الأمر الجزائي، ومن ثم بحث في موضوع الإعتراض على الأمر الجزائي في الفصل الرابع ؛ وأخيراً بحث في الفصل الخامس تنفيذ الأمر الجزائي وإشكالاته. وفي خاتمة البحث إستعرض ما توصل إليه من إستنتاجات وما أبداه من إقتراحات بشأن صيغة جديدة للمواد الخاصة بنظام الأمر الجزائي.
