يحث هذا الكتاب في التجربة الدستورية في عمان وفي الأسباب التي حالت دون وضع دستور للبلاد حتى وقت متأخر ثم في الأسباب التي دفعت إلى إصدار النظام الأساسي عام 1996 كما يحلل مضمون هذا النظام وحدوده ودور الربيع العماني في تعديل هذا النظام عام 2011 حيث لم تعرف الدولة العمانية الحديثة حتى عام 1996 أي مرجعية دستورية حقيقية تسند إليها سلطتها وإنما ظلت تستمد شرعيتها من الحاكم نفسه ومن الأسرة التي ينتمي إليها التي تعاقبت على حكم عمان منذ عام 1749.
