تعني هذه الدراسة بمشكلة مياه النيل ومسألة سد النهضة، وتكشف عن تطوراتها ومخاطرها على تدفقات المياه إلى مصر والسودان، وترصد عقد اتفاق المبادئ الإطاري بين مصر والسودان وإثيوبيا في مارس 2015، وتتتبع مفاوضات ذلك السد، خاصة تلك التي تمت في وجود الوساطة الأمريكية في آخر سنة 2019 وأوائل سنة 2020 مع استمرار التعنت الإثيوي، وإصرار أديس أبابا على ملء السد دون اتفاق مع دولتي المصب، ودون مراعاة لشروط اتفاقات مياه النيل، أو مبادئ القانون الدولي الخاصة بمياه الأنهار الدولية، وقد لجأت مصر والسودان لمجلس الأمن سنتي 2020 و2021، ولكن دون جدوى، مما طرح عملية استخدام القوة ضد سد النهضة الإثيوبي كخيار أخير لمواجهة نقص مياه النيل التي هي الحياة بالنسبة لمصر.
