تتناول الدراسة الجوانب الموضوعية لجريمة الدخول غير المشروع إلى الأنظمة المعلوماتية من منظور قانوني مقارن يشمل مصر والسعودية والإمارات وفرنسا، وتركز على تحليل المفهوم التشريعي للنظام المعلوماتي والعناصر المشتركة والخاصة لكل جريمة، مع تحديد مدى اشتراط وجود حماية تقنية متخصصة كشرط لتجريم الدخول. وتخلص إلى أن الاتجاه الفقهي الراجح يرفض اشتراط هذه الحماية العامة، ويقدم فروقا تشريعا بين الدول، مثل ما فعله المشرع المصري من تشديد العقوبة عند الاعتداء على أنظمة الدولة مقابل الأنظمة الخاصة، في حين لم تلتزم التشريعات المقارنة بهذا التمييز، إلا أن الإمارات ضاعفت العقاب عند اقتحام النظام الحكومي.
