يناقش هذا الكتاب في ضوء الدول المقارنة التي أخذت بنظام المجلسين مبررات وأهمية تقسيم البرلمان إلى مجلسين اثنين والذي يعتبر إمتدادا لمقولة الفصل بين السلطات بمعنى الفصل يصل إلى داخل البرلمان نفسه، ويسلط الضوء على الطريقة الأمثل لتشكيل هذين المجلسين وإشتراكهما في إختصاصات السلطة التشريعية معظم الدول الحديثة تأخذ بمبدأ الديمقراطية والتي تتطلب مشاركة الشعب صاحب السيادة الأصيلة في الحكم، ويكون ذلك بتفويض الشعب لمجموعة من الأشخاص ليمارسوا السلطة لفترة محدودة نيابة عنه.
