سعى أحمد باي (1837 -1855 (لجعل إيالة تونس دولة مستقلة وذات سيادة، وتتمتع بقوة عسكرية كبيرة، فقام بمحاولات إصلاحية مهمة وعديدة كلها كانت تخدم ذلك الهدف. كما حاول، من أجل التخلص من التهديدات المستمرة للدول الاستعمارية الكبرى التي كانت تبغي الاستحواذ على دول شمال إفريقيا، تسخير التنافس القائم بينها لجعل تونس في مأمن منها، ولكن بإمكانيات ضعيفة وسياسات متناقصة. حاول هذا الكتاب أن يجب عن سؤال مهم : هل كان عصر أحمد باي حقا هو مفتاح عصر النهضة في تونس ؟ هل صحيح أنه كان سببا لإنطلاقتها في طريق الإصلاحات.
