يوضح الكتاب أن جدول أعمال البرلمان هو جدول بالمواضيع التي حددت إثر نقاشات سابقة قام بها أعضاء البرلمان، وتلك المواضيع هي مشاريع قوانين أو مقترحات قوانين أو أية مواضيع تناولتها الجلسة السابقة، وهذا الأمر يختلف ترتيبه من بلد إلى آخر وفق الظروف التي َ يمر بها ذلك البلد فبعض البرلمانات تقوم عند حصول ظرف طارئ بتغيير جداول أعمالها في حالة موافقة رئيس البرلمان وعدد متفق عليه من النواب، وتسمى عندئذ تلك الجلسات بالجلسات الطارئة، وفي أكثر الأحيان، تكون الجلسات علنية وفي بعض الحالات تكون سرية.
