يتضمن هذا الكتاب (الذي هو تعبير عن عودة الاهتمام الأهلي بالنفط وعائداته وتأثيراته) خلاصات البحوث التي قدمت في اللقاء الثلاثين ل منتدى التنمية الذي عقد في البحرين في 12-13-2 -2009، تحت عنوان : الطفرة النفطية الثالثة وانعكاسات الأزمة المالية العالمية : حالة أقطار مجلس التعاون لدول الخليج العربية. يشير الكتاب، بوضوح، إلى غياب سياسات وطنية في بلدان المنطقة ومثلها البلدان العربية الأخرى المصدرة للنفط، تربط بين تصدير النفط واعتبارات التنمية من منظور وطني عربي. من هنا تبرز أهمية الدراسات التي يتضمنها الكتاب والمناقشات التي دارت حولها، الداعية إلى ضرورة تغيير هذا الوضع الشاذ والمتخلف. فهي تدعو إلى نشر الحسابات الختامية للميزانيات العامة وإعلان تقرير ديوان المحاسبة العامة. هذا إلى جانب العمل الجاد على وضع سياسات نفطية وطنية، يتم بموجبها إخضاع صادرات النفط لاعتبارات التنمية والمصالح المشروعة لشعوب المنطقة عبر الأجيال، دون الإضرار بالمصالح المشروعة للشعوب والدول المستوردة للنفط والشريكة معنا في الاهتمام الاستراتيجي به.
