يتناول الكتاب ما هي المبادىء التي بمقتضاها تكون الحكومة شرعيةً؟ هذا هو السؤال الرئيس في العقد الاجتماعي وإذ كان مكيافيلي قد أضعف السلطان الأميري بأن ذلّل علم السياسة، فإن \"روسو\" ركزه في دائرة التشريع ولم يكتف \"روسو\" بالقول، إن الشعب هو مصدر السيادة وإنما قال بأن الشعب هو السيد عينه، بل هو صاحب السيادة الأوحد ولا ريب في أن العقد الاجتماعي أحدث تغييرا عميقا على المنظورات التي كان ينظر منها إلى السيادة والقانون والعدل والدولة والمواطن والدستور.
