يجتهد هذا الكتاب في تقديم إجابة وتختلف عما درج عليه مثقفونا حتى الآن فقد تواتر القول لدى كثير منهم بأن نهضة اليابان تحققت فيما يشبه \"المعجزة\" خلال النصف الثاني من القرن التاسع عشر وأن العرب خاصة في مصر وتونس والمغرب كانت لديهم ظروف مشابهة لليابان، ولم تتحقق لديهم ذات النتيجة ويرى مؤلف هذا الكتاب عكس ذلك فلم تتم النهضة اليابانية كمجرد معجزة ولم تحدث \"طفرة\" أواخر القرن التاسع عشر ولم تكن ظروف العرب مشابهة لظروف اليابان.
