يرى هذا الكتاب أن رئاسة الدولة-كمركز للسلطة التنفيذية في دول المغرب العربي عموما-هي المؤسسة المحورية التي تقوم عليها السلطة السياسية ككل، والتي من خلالها تستمد كل السلطات، حيث يعتبر رئيس الدولة الشخصية السياسية التي تسمو على جميع الأجهزة الدستورية، وتعود ظاهرة \"الهيمنة الرئاسية\" هذه إلى أسباب تاريخية وسياسية متنوعة. أما الأحزاب السياسية فإنها لا تملك إمكانية حقيقية ومستقلة للوصول إلى السلطة، وليس لها دور فعال في تشكيل الحكومات وصنع القرار السياسي. وأما البرلمان في دول المغرب العربي محل الدراسة- كمركز للسلطة التشريعية-فيتسم بالضعف النسبي، حيث أصبحت السلطة التنفيذية، ممثلة في رئيس الدولة والحكومة التي يعينها، تقوم بالدور الريادي في عملية التشريع، إبتداء من إقتراح مشروعات القوانين وإنتهاء بالسيطرة على عملية المناقشة والتصويت داخل البرلمان.
