يؤكد د. منذر على انه شكلت \"وثيقة البنتاجون\" المبينة بوضوح في حينها (1995)، نية أميركا في السيطرة على العالم، شكلت صدمة لجميع دول العالم، واحتجت عليها دول حليفة لأميركا مثل فرنسا وألمانيا وغيرهما. واصطدم (حلم اليقظة) الأميركي هذا بكون العالم قد أصبح أكثر نضجا من أن يسلم قيادته لقوة وحيدة، مهما بلغت من الجبروت .. وأخذت الصين وروسيا والهند واليابان، وغيرها من الدول المؤثرة في العالم، تدعو إلى نظام عالمي يقوم على تعدد الأقطاب، وعلى تعزيز الديمقراطية في العلاقات الدولية، واحترام خيارات الشعوب. هذه التحولات الجديدة والعميقة التي طرأت على العالم لم تكن كما تخيلها الأميركان على أنها مشروع للهيمنة، بل هي عمليات موضوعية تجري في عمق النظام الرأسمالي منذ أوائل القرن العشرين على الأقل.
