يبحث هذا الكتاب ميدانيا في مدى تغير نظام القيم في المجتمع اليمني وأثر ذلك في انتشار ظاهرة الفساد في القطاع الحكومي وهي تحاول استخراج أهم القيم التي تغيرت وباتت عوامل اجتماعية مؤثرة في انتشار ظاهرة الفساد المالي والإداري في الجهاز الإداري الحكومي في اليمن وكانت ظاهرة الفساد ولا تزال واحدة من أكبر المشكلات التي تعانيها المجتمعات ونماذج الحكم القديمة والحديثة وبخاصة تلك النماذج التي يضيق فيها هامش الديمقراطية والشفافية والمحاسبة، نظرا إلى ما تسببه تلك الظاهرة من هدر للمال العام وتوظيفه لمصالح شخصية، على حساب التوزيع العادل للثروة الوطنية والخدمات العامة.
