اعتمدت الدولة العثمانية على الأسلام اعتمادا كليا في إدوات الصراع السياسي مع القوى الدولية التي اعتمدت على الحقائق الدينية وكان هذا هو سر نجاح الدولة العثمانية منذ دخول السلطان محمد الفاتح القسطنطينية اذ أصبح الدين عاملا من عوامل الصراع الفكري بين الحضارة الأسلامية والحضارة الغربية على الرغم من هذه الحقيقة فقد قامت محاولات كثيرة من قبل الكتاب العثمانيين وحتى من بعض الوزراء والمقربين لأتخاذ القرار وتبني بعض المفاهيم العلمانية إلا إن هذه المحاولات لم تدخل إلى حيز الواقع العملي.
