إن دور مجالس الخلفاء وأثرها الواضح في مجمل هذه القضايا وتلك الإنجازات هو الذي دعاني إلى اختيار هذا الموضوع الحيوي والمهم في صنع القرار السياسي ومعالجة مجمل أوضاع الخلافة الأموية ، فضلا عن أن الدراسات التي تناولت شتى جوانب التاريخ الأموي، لم تتناول هذا الموضوع في دراسة أكاديمية مستقلة من الناحية التاريخية -على حسب علمي- لذلك قررت، دراسة (مجالس الخلفاء في العصر الأموي) دراسة تاريخية علمية يتبين من خلالها أهمية هذه المجالس ودورها في رسم سياسة الخلفاء الأمويين الداخلية والخارجية، فضلا عن تناولها ومعالجتها للشؤون الإدارية والأوضاع الاقتصادية والاجتماعية والأدبية.
